Pending Action Item Message not coming

Employee has pending action item still the message not throwing in dev enviroment

When navigating to Benefit Administration – Enrollment in both test and dev-test environment, and searching the same person with same configuration, still in dev-test messages are not showing but it is showing in test environment. Screen-shots are given below.

Please find the attached doc where all details are given. 

Earlier in all instances working but suddenly not working in dev instance, so anyone can suggest what to check to on these messages.
