Goal Plan Goals assigned by HR Admin - Line Manager Capabilities

Our Organization has a variety of Goal Plans with Goals administered by HR. They are tied to Job/ Department by Eligibility Profiles. When associates change jobs, they receive many assigned goals that then the employee and manager cannot delete or remove from the performance document.
We have always understood that HR Admin assigned goals cannot be deleted. Can they be removed from the Performance Document? We want to ensure we have not missed an update to functionality. We are on update 20B and the Responsive UX.
Any insight on if we can provide some functionality to the line manager and/or employee on HR Assigned Goals would be greatly appreciated!
