Not able to add ORC_HRC_REMOVE_PERSON_INFORMATION role

As part of 20B upgrade to Cloud TM, I am trying to add the ORC_HRC_REMOVE_PERSON_INFORMATION role. But when I search it does not come up. Has anyone else been able to add it?

As part of 20B upgrade to Cloud TM to remove Person information, I am trying to add the ORC_HRC_REMOVE_PERSON_INFORMATION role.  But when I search it does not come up.  Has anyone else been able to add it?  This is from the documentation.............
