Creating Goal Plan - Performance Doc Type not avaialble for selection

When creating a Goal plan, we can't select a performance doc type. Everything for the performance Docs are setup and active.

When creating a Goal plan, we can't select a performance doc type.  See the image.  Everything for the performance Docs are setup and active.  We've created goal plans before and were able to select the field successfully for a previous period with 20A.   Wondering if something changed with 20B that we are missing.

Any ideas why we wouldn't be able to select the Performance Document Type from the drop-down?
