"Used" Absence Balance Transfer

Hi:
Is there an option to transfer the "used" portion of an absence plan balance to another? Where the used portion would be deducted/adjusted from the newly accrued balance? Furthermore- the "used" absences would need to be from a date range of 1/1 to 12/31. Perhaps an addition to a FF? such as the Global Absence Target Plan Type
For example:
Plan X- employee is front loaded 50 hours on 1/1 and has used 30 hours. 20 hours remain.
Employee Promotes or moves positions out of Plan X and into Plan 2 on 6/2
