HR to add participants to a Performance Document

Hello - Before 20C HR population use to be able to add a participant through the 'Performance Documents' task. Now with the new patch, that option is gone. We do have the 'Performance Document Eligibility' task available where they can manage participant feedback. However, there is no option to 'Add' a participant on that page.

Has anyone faced this as well? If so, what are the new steps they will need to take to perform this action?
