RUX -will it be possible to Hide/disable the "See how it's going" link that the Employee sees after submitting the Goal Plan

We have requirement to Hide/disable the "See how it's going" link that the Employee sees after submitting the Goal Plan but same link need to be accessible when manager rejects the goal plan , so that the employee can click on edit info button and provide the requested information.
