How can we add a Participant to a Performance Document using an HR Specialist?

Hi all,

we have two questions:
1. how can we add a participant to a Performance Document using an HR Specialist instead of a Manager?
2. is it possible to hide the evaluations given by those Participant (added by the HR Specialist) on the Performance Document  from the Manager Document view?
