Performance Document - Ratings unavailable from the drop down

Ratings are unavailable to be selected from the drop down

We have configured this years performance document to be used for the 2020 review period. We have configured ratings and tied them to the appropriate sections. In test, we have noticed that on the evaluation task that the manager or EE cannot select the ratings from the drop down selection.

We double checked the configuration and can't seem to find anything obvious. Has anyone else came across this issue before?

The Perforamance Rating Description hyperlink pulls in the correct information.
