Enable Attachments in Anytime Documents

Hello -

We are trying to have the employee and manager to add attachments to the employee's Anytime Document. However, it looks like the section is there but it is enabled. I have tried Page Composer but the 'Add' and 'Edit' options are not able for me to configure. Is there something that we are missing? I appreciate the help!
