Can we modify the "Performance Goals Assignment Notification" email sent to the Manager? Or shut it off?

Once a goal is assigned to the employee, the Manager receives this blank email....

Sent: Monday, October 05, 2020 7:45 AM
To: The Manager
Subject: FYI: Performance Goals Assignment Notification
 

The body of the message is blank.  Can this body/content be modified?  Or is there a way to turn this off for the just the Manager and not the Employee?
