Action Required checklist notification is coming with FYI header and Dismiss button.

Normally Action Required notification doesn't have dismiss button. if i open notification then i can see all details as action required notification. I have attached screen shot document. Please help me to overcome on this issue.

Note- We are using Seeded notification.
