No User Found in Performance Document Eligibility

Hi Team,

I am trying to search some user in Performance Document Eligibility for 2021 but no showing up, For other employees under the same legal entity, their names are showing up in the search results even if they are not eligible. Is this because user  has no Reports To manager in Person Management?
