Restrict the Option to Adjust Accrual Plan Balance

Im searching for a way to restrict HR Specialists from having the option to adjust the accrual plan balance

The customer requested to restrict the option 'Adjust Balance' from the dropdown list of the accrual plan , and not let the HR Specialists use it , instead only the HR Director will have this option,

N.B: I dont wanna do it via page composer, i wanna do it via Role privilege/Security Profile,
