The x / x Comments Entered do not reflect the number of comments entered nor the total number of comments available.

For instance, in one section we have a total of 7 comments each for the Worker and the Manager. The Worker and Manager entered overall comments and no comments at the item level. The comment count in the section block is 0 / 6 when it should be 1/7 to reflect the 1 comment by the worker/manager and 7 for the total comment dialog boxes available.

Can the x / x comments entered stated be changed? What does this statement represent?
