Unable to Mass Assign Performance Goal

Mass assign performance goal process is not working in our PROD environment, however it worked fine in TEST which is on the same release. Configuration set up is exactly the same.

Hello - We mass assign a Performance Goal to all People Managers every Goal Plan year. Unfortunately this year when trying to run the mass assignment, I'm having no success in PROD. This process is working as expected in our TEST environment. I've compared set up between the two environments, and don't see where the issue could be. SR was created today. Has anyone else experienced an issue with Mass Goal Assignments? When I Check Person Eligibility I can see where the employee is eligible for the Goal, but Overall Eligibility is Not Eligible. Does anyone know what this is? Is
