Fastformula Error

I am trying to create a formula like this and it's failing. It seems an array type DBI items and it needs to be written differently. Am I missing anything? 

 

Default for HRG_GOAL_PLANS_GOAL_PLAN_NAME is 'ABC'

l_type = HRG_GOAL_PLANS_GOAL_PLAN_NAME
ELIGIBLE = 'N'

IF (l_type = 'Test Goal Plan 2')

THEN

(ELIGIBLE = 'Y')

return ELIGIBLE

Error : Formula ABCFF, line 1, conflicting type usage.
