Goals in the goal library are made inactive but they still show in Add Goal in Performance Document

Summary

We disabled (set status to inactive) goals in the goal library. We expected that employees would not longer be able to select these goals during goal setting in their performance documents.

Content

We have goals in the library that we no longer want employees or managers to select when setting goals in their performance documents. We have set the status to "inactive" for each of the goals in the library but they continue to show when employees add goals from the performance document during goal setting.

How do we make these goals unavailable to employees to use?
