Selection List Limited to 25 Values

When employees want to add a library goal, it says to select a value from a selection list.  The selection list is limited to 25 values.  Is there a way to increase the list to more than 25, or can we change the verbiage so it doesn't say "Select a Value"?  Maybe search a value instead search.
