Employee not seeing managers requested participant feedback in their own document

I have asked this question before and was told this is standard functionality, however, it does not make sense so would like to know what the rational is around it.

In performance document an employee can request participant feedback.  As soon as the feedback is given - the manager can view that feedback in the employees performance document - even if the employee has not submitted to the manager.

A manager can also request participant feedback for that employee from within the same document at any time.

When that feedback comes back an employee cannot view it - even though it is in their performance document.  Even when the manager shares and releases the document and employee still cannot view the completed feedback, requested by their manager, in their own performance document.
