Previous year performance documents not displaying

We have just moved into the second year of using performance documents in our environment and have noticed that since going live with this years documents the previous years documents are no longer visible. The review period for the documents is only displayed as current year and 2017 is not an option to view. Profile option HRA_PD_DISPLAY_PAST_YRS is set to 3 so I think I should be able to view last years documents. I can still view the previous year documents by searching for the document. Employees do not have access to search documents so I need them to be able to
