direct manager is becoming a matrix manager when we chang ethe evaluate manager

I am facing some really wierd behavior. when the HR transfer The performance document to a different manager ( different from the current line manager ) - > the current line manager automatically become a matrix manager ( and recieve the participant feedback request )
for example if you look at the example below you can see that employee 613119 is the line manger. when we opened the perfomance document and transfer it to a different manger to evaluate - the employee 613119 became a matrix manager
why it is working like this?
