Is it possible to restrict who enters time against a project?

Hi,

I was under the impression that it was possible to restrict who enters time to a project i.e. only if a user is a resource on a project, they can enter time. 

Is there any way to configure this so that a user can only enter time for a project that they are on (and not to any project where they are not a resource)?

Also, this is the my first attempt at doing OTL config and I've completed everything but this is the one thing that has stumped me.
