Manager Submitted document to HR/First approval has withdrawn status on notification

our Test instance is just recently updated to 20D.  I was trying to test some system behavior for which I submitted manager's evaluation to First approval/HR.  As soon as i submitted, i notice "submit" button.  when i click and submit it again, it doesnt take any action and the statement remains same that we are submitting your changes.  However, when i check the notification on this through BPM, i notice that the notification states that document is withdrawn and does not allow to reassign or take any other action.  is this a known issue of 20D?
