Not able make custom field depend on Seeded time attribute field (Cost Center)

Not able make custom field depend on Seeded time attribute field (Cost Center)

Currently, I facing an issue in OTL. This is a priority requirement for Business.

Requirement: 

We have already defined a cost center field with the seeded time attribute "Cost Center" in the system for OTL time card.

We have a requirement to have a custom field "Project" which should be dependent on Cost Center but we are not able to make dependent on a field with seeded time attribute "Cost Center" in the system

Is this possible or this is a product gap?

Please note that We can make custom attributes dependent on another custom attribute.
