Unable to enroll non worker into Donation plan

Donation plan doesn't have eligibility profile configuration. Enrollment is managed by Admin manually enrolling employees needing donation plan. I have created a non worker, clicked on "Enrollments & Adjustments" > add enrollments and Donation plan is not displayed. Can you please assist to why and whether this is a product bug?
