Can a nonworker participate in performance evaluation?

Our client wants to evaluate the performance of the volunteers working there. They want to add the volunteers as nonworker in the Oracle system and expect these nonworkers to participate in the appraisal process. However, I added a nonworker for testing, but it is not showing up in any search dropdown inside performance evaluation. 

Wanted to check if a non worker can participate in performance evaluation at all or not?
