Reactivate Performance Document after Global Transfer

Is there a way to make a performance document Active again after a global transfer? The HR Specialist performed a global transfer but did not include the task of transferring the performance and goals information. The employee had already completed the Worker Self Evaluation task before the transfer but the Manager Evaluation hasn't been completed yet. Now the document can't be viewed by either the former or the current manager or the employee. How can we fix this so the employee doesn't have to redo the Worker Self Evaluation task? Appreciate any help, thanks.
