Employee cannot see performance form for the evaluation period

Hello -

We have a group of employees where they cannot see a performance form when they navigate to "me > performance > my evaluation". 

As an admin, I cannot search for them either. This is the first time this group will be launched a performance form and using the system.

We are still utilizing classic UI.  

I have an SR with Oracle but they have not provided me a solution yet so thought I'd try here to see if anyone has suggestions?
