How to hide Add button in Goal Page from HR view

When HR navigates to My Client Groups - Goals - Search Worker - Click on Worker Name - Able to see Add button, screen-shot attached.

HR should not see the Add button by the following above navigation, only manager and employee will see, please anyone suggest what to include in el expression
