Can HR specialist mass approve pending goals and refresh goals in performance document?

Customer has many outstanding goal approval requests which means employees have goals missing from their performance document.

Is there a way for HR specialist to approve these en masse, and then to refresh the goals in the performance document, instead of the employee doing this individually? We know we can force approval via transaction console but this only works for one employee at a time (and doesn't refresh the goals in the performance document).
