Functional Manager is unable access edit button for Employees Development Goal

Functional Manager can add and edit, delete goals for his direct report but for development goal this role do not have option to access edit button he can possibly add or delete goal of employee from development goal section

 

Can you please help why edit button i snot showing in development goal section in the employee?
