Goal library worksheet is blank

The Goal library worksheet downloaded from the Performance Goals Library page is blank. Since the worksheet is blank I can't determine what data needs to be added to populate the Goal library.

Is an add on needed for Excel for worksheet to load properly? Is there a specific privilege needed for the worksheet to properly load?
