Unable to select Eligibility profile - Goal management

Dear Experts, I am configuring our 2021 goal plan and when I create the goal plan and try to select the eligibility profile, I cannot select from the drop down list.  What could be the reason I am unable to select?  We used this eligibility profile last year as well.  Please see attached screenshot.  Your guidance/help will be highly appreciated.  We have to go live next week but I am stuck here.  I am also attaching last year goal plan screenshot where we had the eligibility attached.
