Generate time card with default time entries

We have a time card in which its sole purpose is to assign the state worked and the hours.  We have a requirement to automatically generate these time cards and default the state and hours worked based on a certain conditions.  Employees may then change the state if they work in a different state for particular day(s), but most will not need to.  What would be the best approach to accomplish this "default" time card?
