Delegate time card entry to someone other than the employee's manager

Is there a way to delegate the task of time card entry to someone other than the employee's manager?  Everyone in the organization is required to enter a time card due to the nature of the business and requirements of payroll distribution.  For certain managers, administrative assistants fill in their time cards.
