View Competencies based on Employee's Job/Department

When adding Competencies, is it possible to secure the LOV based on Employee's Job/DepartmentContent
We have enabled Employees and Managers to add competencies in Skills and Qualifications section. But the list of Competencies available is quite high and we would like Employees/Managers to see Competencies which is relevant to the Employee's Job/Department so that Employees or Managers do not get confused by seeing Competencies which is not required for their Job. Is it possible to achieve this functionality.
