Organization Goal Plans

Hi Team,

In the earlier releases we had option to create Organization Goal Plans. But in the latest releases we see we do not have any option to create Organization Goal plans but we can create Organization Goals within the Normal Performance Goal Plans. Is it the expected behaviour. Can anyone help understand if we do not have option to create a Organization Goal Plans now?
