Onboarding Checklist – How to assign checklist to a user that does not meet the eligibility criteria

We have created a process where at the enterprise level, the onboarding checklist is assigned for users that have Action -> Add Pending Worker.
This process automatically assigns the task to new hires flowing from ORC as the default action when creating offer is Add Pending Worker and who also meet the eligibility criteria (e.g., US region).
There is another instance which we are not able to find solution. There are scenarios where a user may be entered in the system (Core HR) as a contingent worker and later extended a job offer for full time employment. In cases where we have to manually assign the checklist to users that have either Add Contingent Worker or Add Contingent Work Relationship actions, the checklist does not retain as the criteria for the Action is not met.
