Manage Participant Feedback status is Locked

Functional Manager is getting locked in manage participant feedback.

Hi Team,

I just want to understand the cause of this issue, When Reports to manager is trying to add the functional manager as participant in Mid Year document its shows lock and need to unlock the participant to resend the request, May i know the cause of this issue and how to fix this?
