Employee not able to "Request Time Change" for Web Clock punches. Pencil icon is not visible.

Pencil icon is invisble on "Request Time change" page once the time is moved from "Time Events" to "Time Entries". 

Configuration :

"Allow edits to times generated from device events" is checked under "Worker Time Entry Profiles".

HCM groups are active and No End Date is given.

Security : "Request Time Change" privilege is already assigned to the custom Employee role.

Basically, No changes are made recently. It is an existing system and issue started appearing immediately after 21b upgrade. Any thoughts would be appreciated.
