Overall eligibility = Ineligible yet, Performance Document = eligible

Hello,

So far all of my workers show Overall eligibility = Ineligible yet, Performance Document = eligible when i check eligibility.

They are also NOT getting the document unless I force them into the batch.  

Yet, the same eligibility profile is used for pushing out my goal plan and it is created correctly without forcing.

Any idea?
