Create a Timekeeper role with more limited capacity than an HR Specialist

I am looking to create a Timekeeper role that is similar to an HR Specialist, but has limited access to absence types. I would like to add 'Enable Timekeeper updates' to the list of values in Absence Type Attributes (currently only 'Enable employee updates', 'Enable manager updates' and 'Enable administrative updates'). How can I create this role and restrict its access to absence types?
