Unable to Create Performance Template

I'm trying to create a performance template in my sandbox environment. I'm able to start the process on the General tab, and add an Eligibility Profile. However, when trying to add a Role, it times out every time forces me to close the window. I've tried in both Chrome and Edge. Anyone else having this issue and/or have any suggestions?
