Mass Assignment of Performance Rating

We would like to mass assign a 'Too New to Rate' rating to employees who have joined the organisation two months before the end of the Performance Cycle and then 'Complete' the performance document. Is there an easy way to achieve this? I note that the 'Process Mass Actions for Performance Documents' doesn't include assigning ratings
