Check-In Access for HR without opening a performance management document

How can HR (who has access to anyone in the company) access a Check-In without having to open a performance document

Content

Our configuration is that a check-in document can be created by a manager and viewed by the manager and upper level managers in the vertical hierarchy.  However, our HR folks need to also be able to see check-in documents.  How can we give HR access (i.e., what are the privileges) to check-in documents, even for associates that do not have performance reviews.
