   There is a very special requrement was raised by customer as below：

        Worker X  has two kindls of manager ： Line Manager  : A    Matrix Manager:   B;

  Both of two managers should approve X's performance goal , roundly or parellel. It means that if X submit a goal plan for approve,  A and B should recieve the approal notification at same time.  And no matter who approve first or second. Only both A and B approve the goal plan, the approve process flow end successfully;
