Performance Documents not transferring to new line manager after change?

Summary:

Hello,

We have enabled profile option ORA_HRA_AUTO_TRANSFER_PERF_DOCS and

Transfer Performance Documents with Manager Change process is running every day also tried to run it manually

However when a line manager change is made the performance document stays with the previous manager.

It is very strange as this works fine in our Dev2 environment but we are unable to identify any differences. The performance documents are in the same state.
