Journeys - An HR cannot see Journeys completed/assigned in the past by its employees by another HR

Hi team,
I'm new to journeys and I'm trying to understand how it works.
I have noticed that people who were not HR rep at the time the journey was assigned, the moment they become HR they are unable to see past journeys, even if the area of responsibility is entered in the past and even if the person appears among the hr reps in the journeys in section "Contact us".
So:
1.Do I have to schedule a process in order to refresh the visibility? 2. Does the product work in this way?
But If an HR retires or change job, do all the journey that he/her assigned disapper?
