How do I create a Performance Document for an Ineligible Employee?

Hello, we have an employee who is marked as ineligible due to the criteria defined in our Performance Management eligibility profile, yet I need to create a Performance Document for them. I thought that you could simply make them eligible for the document on the Performance Document Eligibility page but when I go to the "Check Eligibility" page, it still says ineligible.
